Thus a cooler more even soil temperature is maintained, causing the moisture content of the soil to be more evenly distributed.

If you use pesticides to try and control the pests in your vegetable garden, you are fighting a battle that you have already lost. Once you see the pests, they have already begun feeding and have already transmitted the diseases they carry. Preventing the pests from landing is the best solution. You can not prevent 100% of the pests, but you will see a substantial reduction. And the reflected UV does not affect the beneficial bugs.
